Saudi QM Certification
Saudi Quality Mark (QM) - Product Quality Mark Certification Implemented by Saudi Standards, Metrology and Quality Organization (SASO)
Certification Overview
QM-SASO Quality Mark is a product quality mark certification implemented by the Saudi Standards, Metrology and Quality Organization (SASO). Products within the scope must complete conformity assessment through SASO-authorized third-party certification bodies, obtain certificates issued by SASO, and affix the mark on products to demonstrate compliance with relevant technical regulations and standards issued by SASO.
Certification Features
- Mandatory and Voluntary Combination: Mandatory for high-risk products, voluntary for other products
- Dual Certification Requirements: Some products require G-Mark certification first
- Factory Audit: High-risk products typically require factory inspection
- Continuous Supervision: Market surveillance sampling required after certification
- Mark Usage: Certified products must affix QM mark
Certification Purpose
QM certification aims to protect Saudi consumer safety, ensure product quality and performance comply with Saudi standards, simplify market access procedures through unified certification requirements, and enhance confidence and recognition of product quality among government regulatory agencies, buyers, and consumers.
Regulatory Scope
SASO mandates QM certification requirements for certain high-risk product categories. Products within the mandatory certification scope must complete certification and affix the mark before being sold in the local market. Products outside the mandatory scope can also apply for certification on a voluntary basis.
Mandatory Certification Product Scope

- Rapid market entry into Saudi Arabia
- Enhanced confidence and recognition of product quality among government regulatory agencies, buyers, and consumers
- Simplified customs clearance procedures
- Reduced frequency of market surveillance sampling
- Improved product competitiveness in the Saudi market
